The total population and black percentage of total population for each of these flve counties is: 1 plan No. 5 absorbs all of current district ?S. Of current dlstrlct 47, Plan No. 5 does not absorb LrAnguille, Tellco, Johnson, Grlggs or Heth Townships. Of current district 74, Plan No. 5 does not absorb Goodwln or Wheatley Townships. Of current dlstrict 73, Plan No. 5 does not absorb Roe Townshlp or the part of Monroe County north of Duncan and Raymond Townshlps. Of current distrlct 85, Plan No. 5 does not absorb the part of Desha County south of Mlsslsslppl Township. Francis and Lee counties are dtvided between district 4, district s and one or more unknown districts not part of our plan. philllps county ls divided between dlstrict 5 and district 6. Monroe county is divided between distrl.ct 6 and one or more unknown districts not included ln our pIan. Desha County is dlvided between district 6 and an unknown distrlct. Thus, our plan splits every county whlch it touches and splits three counties three ways. Townshlps and citles also are split on occaalon. rndependence Townshlp and Forest clty (Lee county) are spllt between dlstrlcts 4 and 5 (heavlly black sub EDs and wards are placed in distrlct 5), as are Madlson Township and the cities of Marianna and Madlson (St. Francls County) (heavtly black tracts, EDs and wards are placed ln distrlct 5) ,and Horner Townshlp and West Helena Ctty (PhllJ.tps County). Dletrlct { Dletrlct I lncorporates parts of Phltllps, Lee and St. Francle countles, lncludlng a portlon of 9lest Helena. Heavlly black parts of three townships and clties wlthln each of those townshlps are carved out of dlstrict 4 and placed ln dlstrlct 5 (Horner Townshlp and West Helena; Independence Townshi.p and Marlanna; Madlson Townshlp and Forest Ctty). Otherwise, the district does not split townships. District 5 Dlstrlct 5 also lncorporates parts of Philltps, Lee and St. t, Francl.s counties, including part of West Helena. fts township and city spllts are the reverse of Distrlct 4. District 6 Dlstrict 6 lncorporates parts of Phlllips, Monroe and Desha counties, lncludlng Helena. No townships are split. DESCRIPTION OF THE CURRENT HOUSE DISTRICTS FOR CENTRAL EASTERN ARKANSAS The Staters current House of Representatlves distrlctlng plan for this part of the State also spllts countles. St. Francls county ls spltt between dlstricts 47 and 74. Philllps County ls spllt between dlstrlcts 75, 73 and 85. Lee County and Monroe County are not spllt. Thus, two counties are spllt, but both of these counties are required to be split because of their large populatlons. One county Ls spllt three ways, whlch ls not required by its populatlon.
