Re: Chisom - Remedy discussions 

Dear Friends:

On July 15, 1988, Ron Wilson and I met with Moon Landrieu 
and Pascal Calagaro regarding possible remedies at the outcome of 
this litigation. 

As a result of that lengthy meeting, we arrived with four 
issues that we would at least consider for discussion: 

1. Checking the legality of the State of Louisiana and the 
plaintiffs settling this case and stipulating a remedy 
without legislative approval; 

2. If the State and the plantiffs could so settle, how 
about the idea of a four parish race in late '88 or 
early '89 for Calagaro and Marcus leaving the one 
parish Orleans race for sometime in either '89 or '90; 

3. What would the Justice Department do in the Section 5 
preclearance of such a plan; 

4. What position we might take in the Fifth Circuit for 
a brief.

The Fifth Circuit brief has already been done so that issue 
is no longer on the agenda but I would appreciate the opportunity 
to talk with each of you about the remaining issues.
