STATEMENT ON NORFOLK SCHOOL DESEGREGATION: PLAN
approval of a negotiated ttlement of the Norfolk
egregation suit is an encouraging example of what
can be accomplished if the parties to asxhool desegregation
tically face up to the issue and meet to settle

We are particularly gratified by the pledge of the super-
endent of schools not only to recruit and assign teachers
inistrative personnel without regard to race, but to
take affirmative action to ensure integrated faculties in all
Norfolk schools.
By establishing a system of non-racial school attendance
zones, the school board is. providing a real opportunity for
all the city's children=-Negro and white--to enjoy the benefits
gregated education,
More than 10 years of litigation of this suit in the
ral District Court. and:the Circuit Court of Appeals has
an expensive and time-consuming burden on the NAACP
Legal Defense Fund, ‘as attorneys for the plaintiffs; the City
lk and the Us S.*Department of Justice, which recently
intervened in behalf of the plaintiffs.
We hope the outcome of this case will set an example
for the other 180 communities in which the Legal Defense Fund
has school desegregation suits pending.
