Dear Les:

This brief deals with many of the same issues raised by
the Smith remand. We may want to follow David Lippman's
approach in the Sarasota case and submit to defendants the
Section 2 evidentiary factors as part of a Request to Admit.

I have a law student in Chambers' class at the Uni-
versity of Pennsylvania Law School preparing a Motion for
Preliminary Injunction with supporting memorandum. In the
meantime, I thought you might want to see the brief first,
to make some initial strategy decisions.
