SCHOOL OPERATION PLAN OF HOLMES COUNTY
BOARD OF EDUCATION
Because of the large geographical area encompassed
by the Holmes County School District, 764 square miles,
and the fact that approximately 80% of the students in i
the system are transported, there being a total of approx-
imately 6,500 students in the system, 86% of which are
Negro, and there being no natural geographical lines by
which reasonable or practical attendance zones could be
established, each student of the system is to attend the
school which he or she attended during the 1968-69 school
year, for the coming school year and thereafter, except
as hereinafter provided, and except that any student
attending a school in which his or her race is in a ma-
jority shall have the absolute right, at any time, to
transfer to a school in which his or her race is in a
minority.
There shall be substantial faculty integration
throughout the system at the beginning of the 1969-70
school year; school shall not open until such substan-
tial faculty integration has been accomplished.
After the opening of the 1969-70 school year, all
new students entering the system shall be assigned to
the school located nearest to the student's place of
residence.
The Holmes County Board of Education shall forth-
with formulate and execute a financial plan to accumulate
funds from all available sources and by all available
means toward the end of constructing, and shall construct
as soon as possible either by new construction or by
expansion of an existing facility, three attendance cen-
ters, consisting of one attendance center at or near
the Town of Tchula, which facility shall be attended by
all students residing in the western one-third of the
district; one attendance center at or near the City of

Lexington, which shall be attended by all students re-
siding in the central one-third of the district, and
one attendance center at or near the City of Durant,
which shall be attended by all students residing in
the eastern one-third of the district, except in such
eastern district all students residing south of the
north corporate limits of the Town of Goodman, in said
eastern zone, and attending grades one through eight,
shall attend the Goodman-Pickens school, now in exis-
tence; provided however, it shall be mandatory, at the
time that said new or expanded facilities are opened
that the ''tract'" or '"lap'" system or method of teaching
be utilized in said new or expanded facilities and
further mandatory that any teacher who is employed to,
or does teach in said new or expanded facility, shall
be required prior thereto, to take the National Teachers
Examination and shall obtain a score of not less than
1100 (eleven hundred) upon said examination.
This plan is designed to integrate all students
into one building, in each of the three geographical
'"'zones' in the district, with the exception of part
of the elementary in the ''eastern zone', and to en-
courage attendance by all students by removing any ques-
tion of student achievement differences by use of "Tract"
system of teaching and any question of faculty ability
differences by use of the National Teachers Examination
score.
This school system, in its entirety, shall be
operated on a non-segregated and non-discriminatory basis,
in every respect; including transportation, athletics, and
all extra curricular activities; administrative personnel,
faculty and service personnel shall be employed, promoted,
assigned, demoted and dismissed on a completely non-dis-
criminatory basis.
