DEMONSTRATIONS AT WORLD'S FAIR a | 

The NAACP Legal Defense Fund today hailed a ruling by Federal District . 
Court Judge Harold A. Tyler which declares the World's Fair is so “impreg- 
nated with and supported by state and city action as to place them within 
the ambit of the fourteenth amendment," 

This: means that civil rights groups have been upheld in their desire to © 
ass handbills protesting racial injustices of certain states, Judge 2 
yler her held that the Fair's regulation prohibiting picketing is 4 

vague arbitrary and an unconstitutional burden on the enjoyment of 
free speech. 

He suggested that the regulation be \rewritten so as to allow reasonable 
picketing demonstrations. Ph] 3 

Jack Greenberg, the Fund's director-tounsel stated that “we are Bebe

that the Court upheld our contention that state action so permeates ' 
Fair's operation that it must now obey the free speech requirements of 
fourteenth amendment. 

"This means that the civil rights organizations with whom we brought ey 
thig suit may peacefully protest the raclal discriminatory practices _ 6D 
southezn states which have pavilions at the Fair." - 

Attorneys joining Mr, Greenberg in this action were Carl Rachlin, gen- 
eral Unsel of the Congress of Racial Sar Howard Squadron, New 
York ¢ Ne and Constance Baker Motley and Michael Meltsner of the Fund's 
New York City headquarters,
