As To Interrogatory 1(a): The procedure utilized by the City Commission in selecting persons 1o serve On boards, committees, agencies, commissions or any other such bodies is by way of an informal arrangement among the Commissioners where there is no ordinance or statute To the contrary. For example, if a nine member board is to be appointed each year, each Commissioner generally will select three members.
