For further answer to wpPlaintiffs' Third Discovery 

Notice", Defendants say: 

1. As To Interrogatory 1(a): The procedure utilized 

by the City Commission in selecting persons 1o serve On 

boards, committees, agencies, commissions or any other such 

bodies is by way of an informal arrangement among the 

Commissioners where there is no ordinance or statute To the 

contrary. For example, if a nine member board is to be 

appointed each year, each Commissioner generally will select 

three members. And further, for example, when one person 1s 

to be appointed to a board each year, generally the 

Commissioners will take turns in making the selection, from 

year to year.
