Dear Doug:
I propose the following modifications to our proposed stipulations that we sent to you
yesterday:
. “6. In creating the 1992 Plan, the General Assembly divided 44 counties.”
Given stipulation 28, this modification and our stipulation 6 should now be acceptable to you.
2. Modify our proposed stipulation 15 into 2 separate stipulations as follows:
“The dispersion compactness score of District 12 in the 1992 Plan is 0.045.”
“The dispersion compactness score of District 12 in the 1997 Plan is 0.109.”
3. Modify our proposed stipulation 18 into 2 separate stipulations as follows:
“The perimeter compactness score of District 1 in the 1997 Plan is 0.107.”
“The dispersion compactness score of District 1 in the 1997 Plan is 0.317.”
