MOTION OF THE UNITED STATES FOR PERMISSION TO 
PRESENT ORAL ARGUMENT 

  

For the reasons stated herein, the United States, amicus 

curiae, hereby moves for permission to present oral argument. 

1. This case addresses issues of importance to the 

enforcement of Section 2 of the Voting Rights Act of 1965, 42 

U.S.C. 1973. The United States, through the Civil Rights 

Division of the Department of Justice, is responsible for 

enforcement of Section 2, and other portions of the Voting Rights 

Act. 

2. Citing the United States’s responsibility for 

enforcement of the Voting Rights Act, this Court, on March 30, 

1990, invited the United States to file a an amicus brief in this 

case. The United States responded with an amicus brief when this 

case was before the panel, and has also filed a Supplemental 

Brief before the en banc court.

3. The Assistant Attorney General for the Civil Rights 

Division of the Department of Justice, John R. Dunne, desires to 

present oral argument before the en banc court, in order to more 

fully present the views of the Untied States in this important 

case. We have contacted attorneys for the plaintiffs-appellees 

who will be presenting oral argument, who have agreed to cede 

some of their time to the government for its oral argument. 

Wherefore, for the reasons presented herein, the United 

States moves for permission to present oral argument before the 

en banc court.
