Dear Judge Thompson: 

Pursuant to Paragraph 4 of the stipulation entered into by the 

parties to this litigation, we transmit herewith the plan which is 

being submitted to the Department of Justice by Calhoun County. 

We have not enclosed a copy of the census tract map (Exhibit "B"), 

however. This document is quite large and does not lend itself to 

easy storage. At some point, we realize one will have to be filed 

with the Court. In the meantime, however, the plaintiffs have 

expressed no disagreement with the proposed district lines and we 

do not anticipate that this will be a contested issue,
