THE NEWARK HOUSING AUTHORITY HAS ADVERTISED A PUBLIC
HEARING ON A PROPOSED AMENDMENT TO THE FAIRMOUNT UREA
RENEWAL PROJECT PLAN TO CHANGE THS LAND USE OF A FORTION
OF THAT PROJECT AND ALLOW IMMEDIATE CONSTRUCTION: OF
FACILITIES FOR THE NEW JERSEY COLLEGE OF MEDICINE AND
DENTISTRY, . THE NOTICE OF THE HEARING STATES THAT IT WILL
BE HELD ON JANUARY 31, 1968, AT 10:A.M, AT THE COMMUNITY
HALL OF THE AUTHORITY, 202 ORANGE STREET, NSWARK,
WHILE DECISION TO REQUIRE A PUBLIC HEARING ON THE
CHANGE IN THE FAIRMOUNT PLAN IS CORRECT, WE OBJECT TOA
PUBLIC HEARING AT THIS TIME AND FURTHER OBJECT TO THE
TINE, PLACE AND METHOD OF NOTICE OF THE HEARING.
IN OUR TELEGRAM OF NOVEMBER 30, 1967 To SECRETARY
WEAVER, WE STATED OUR POSITION THAT A RESOLUTION OF ALL
THE ISSUES BE REACHED BEFORE HUD APPROVED EITHER ‘THE’
AMENDMENT TO THE PAIRAOUNT PLAN OR THE APPLICATION FOR THE
MEDICAL CENTER URBAN RENEWAL PROJECT, IN RESPONSE HUD ADVISED
US THAT THE NEWARK EOQUSING AUTHORITY HAD BEEN INS

DECISION TO PROCEED UNILATERALLY ON THE FAIRMOUNT APPLICATION

LAST WEEK UNDER~SECRETARIES WOOD AND COHEN JOINTLY
STATED CONDITIONS WHICH MUST BE MET BEFORE EITHER HUD OR

THESE CONDITIONS RELATR TO THE SIZE OF THE SITE, HEALTH
SERVICES PROVIDED TO THE COMMUNITY RELOCATIONS OF PERSONS
DISPLACED, REDEVELOPMENT OF THE SURROUNDING AREA, EMPLOYMENT
OF NSIGHRORHOOD RESID: WS IN CONSTRUCTING AND OPERATING THe
MEDICAL CENTSR, TRAIN OF NBICHGORHOOD RESIDENTS IN HEALTH
PIELDS, AND COMMUNITY PARTICISATION IN THY RESOLUTION OF

OF THE COMMUNITY AFFECTED ARE AT woRK AND UNABLE TO ATTEND.
THE HEARING HAS ALSO BEEN SCE LED FOR THE OFFICES OF THE
HOUSING AUTHORITY WHICH ARE INADEQUATE TO CONDUCT A LARGE
PUBLIC HEARING, SUITABLE LOCATIONS ARE AVAILABLE WHICH ARE
FAMILIAR TO RESIDENTS OF THE \REA, INCLUDING THE CHAMPERS oF
THE CITY COUNCIL, IN WHICH PREVIOUS HEARINGS CONCERNING THIS
PROJECT HAVE BEEN HELD, THE REGULATIONS OF THE DEPARTMENT
OF HOUSING AND URBAN RENEWAL DEVELOPMENT REQUIRE THAT “REASONABLE
OPPORTUNITY SHOULD BE APF oRDED TO ALL PERSONS, INCLUDING REPRE-.
