No. 85-T-1332-N Dear folks: Enclosed is a copy of a letter I have just sent to the Justice Department regarding two Section 5 submissions by Escambia County. Your copy of the letter does not include the two decrees from Dillard of which you already have copies. I have enclosed for you copies of Acts 86-721 and 86-722. If the Justice Department preclears these, we should move for additional relief in Dillard to block the implementation of the at-large chairman and enter into negotiations about the terms and conditions of the referendum.
