NOTICE OF APPEARANCE PURSUANT TO RULE 2.05 

Pursuant to Local Rule 2.05, the undersigned counsel for applicant defendant-intervenors 

Alfred Smallwood, et al. (the “Smallwood Intervenors”) respectfully enters his appearance. The 

grounds are as follows: 

1. Pursuant to Local Rule 2.05, attorneys not admitted to practice in the Eastern 

District of North Carolina may enter a notice of appearance without the necessity of filing a 

motion to appear pro hac vice. 

2. The undersigned counsel, Todd A. Cox, is not admitted to practice in the Eastern 

District of North Carolina. Mr. Cox is a member in good standing of the bars of the United States 

Court of Appeals for the Eleventh Circuit, the United States District Court for the Eastern 

 



District of Wisconsin, the United States District Court for the District of Columbia, the State of 

Pennsylvania, and the District of Columbia. 

3 He is an Assistant Counsel with the NAACP Legal Defense and Educational Fund, 

Inc., and has experience in litigating voting rights cases. He is neither a resident of the State of 

North Carolina nor engaged in the practice of law in North Carolina. 

4. Adam Stein and Anita Hodgkiss of Ferguson, Stein, Wallas, Adkins, Gresham & 

Sumter, P.A. also represent the Smallwood Intervenors and will act as Rule 2.04 local counsel 

with Mr. Cox on this matter.
