MEMO TO CITY DESK AND FEATURE EDITOR 

You are cordially invited to cover the tenth annual Institute 

of the NAACP Legal Defense and Educational Fund, to be held at the 

Americana Hotel (New York City) on Friday, May 23. 

Two thousand civil rights advocates from all parts of the 

country are expected to attend the all-day meeting, which will focus 

largely on affirmative employment and educational programs endangered 

by regressive social and economic forces. 

Carl T. Rowan, columnist and former director of the U. S. Informa- 

tion Agency, will present the keynote address at the Institute luncheon. 

Mrs. Ernest Hemingway and Julius LeVonne Chambers, the Fund's president, 

also will speak. In addition, a special award will be presented to 

William T. Coleman, Jr., U. S. Secretary of Transportation and a former 

Legal Defense Fund president. 

As in past years, the Institute offers feature story potentials 

which may be of interest to your readers. Among the panelists are: 

-William Waters, an articulate Chicago bricklayer 
and the plaintiff in one of two retroactive 
seniority (last hired-first fired) cases pending 

in the U.S. Supreme Court. 

*Mrs. Palecia Franklin Lewis, mother of seven 

children, teacher and a leader of the citizens' 

committee that is helping make school desegrega— 
tion work in Denver, Colo.

*Dan C. Mathes, Jr., a white parent and organizer of the 

bi-racial committee that helped turn Central High School 
in Little Rock, Ark. into a model integrated school. 

A morning panel will consider the "last hired-first fired" 

employment policy that is adversely affecting thousands of minority 

el workers as the recession deepens. In addition to Mr. Waters, the par 

will include Eleanor Holmes Norton, New York City Human Rights Commissioner, 

and Joseph L. Rauh, Jr., a prominent labor and civil rights attorney. 

The concurrent morning session will be concerned with the cutback 

in affirmative action educational programs designed to overcome the present 

effects of past discrimination. Panelists will include James L. Curtis, M.D. 

of Cornell University Medical School; Walter J. Leonard, Harvard University; 

Peter James Liacouras, Temple University Law School; and Robert B. McKay, 

New York University Law School. Dean McKay was chairman of the New York 

State Special Commission on Attica in 1971-72. 

In the afternoon, parents, students and community leaders from 

Little Rock, Boston and Denver will discuss their varied experiences in 

tackling school desegregation in the three cities. 

A concurrent afternoon session will be devoted to the capital 

punishment issue. Among the participants will be Peggy Cooper Davis-and 

David E. Kendall, LDF staff members; LeRoy D. Clark, New York University 

Law School; and Hugo Bedau, of Tufts University. 

The NAACP Legal Defense and Educational Fund is a completely 

separate organization, even though originally established by the NAACP 

in 1939. Our correct designation is NAACP Legal Defense and Educational 

Fund, Inc., frequently shortened to Legal Defense Fund. The organization 

has a national staff and headquarters in New York City, and works with 

400 cooperating attorneys throughout the country.

NEW YORK, N.Y. -- More than 2,000 civil rights advocates 

will celebrate the 20th Anniversary of the United States Supreme 

Court decision, Brown v. Board of Education of Topeka, at the 

NAACP Legal Defense and Educational Fund's annual Institute to 

be held at the Americana Hotel in New York City on Friday, 

May 17. 

The Fund was the organization that fought and won the 

Brown decision. 

Elliot L. Richardson, former United States Attorney General, 

will be the keynote speaker at the Institute luncheon (May 17) 

commemorating the Court's ruling, which outlawed racial segre- 

gation in public schools and signaled the move to dismantle 

statutory segregation in all walks of life. He was law clerk 

to Justice Felix Frankfurter at the time the Brown cases were 

tried. 

Archibald Cox, Harvard professor and the former Special 

Prosecutor investigating Watergate, also will address a commem- 

orative dinner meeting sponsored by the Legal Defense Fund on 

Thursday, May 16 at the Commodore Hotel. Tom c.Clark, Associate 

Justice of the Supreme Court (retired) will chair the meeting.

The Institute and dinner meetings will be attended by 

jurists who engaged in the 1954 Supreme Court litigation. Among 

those will be James M. Nabrit, Jr., former president of Howard 

University; Louis L. Redding of Wilmington, Del., and 

Jack Greenberg, the Fund's Director-Counsel; Judge Constance 

Baker Motley; Oliver Hill, Richmond, Va.; Herbert L. Brownell, 

U.S. Attorney General in 1954, and J. Lee Rankin and Philip 

Elman, who presented the government's argument for desegregation 

as members of the Solicitor General's office. Kenneth B. Clark, 

who testified at length in the cases, also will participate in 

the procedings. 

Among those attending the day-long Institute will be 

Elizabeth Eckford, who was one of the eight children to desegre- 

gate Central High School in Little Rock, Ark. in 1957; Sonnie 

Wellington Hereford, IV, a 16-year old, who in 1963 was the 

first black child to enroll in a white school in the State of 

Alabama; Charlayne Hunter of the New York Times, the first black 

student to enter the University of Georgia in 1961; and Mr. and 

Mrs. Harry Briggs, named plaintiffs in one of the five cases 

joined in the Brown decision. 

Other participants will include Rosa Parks, whose action 

sparked the Montgomery, Ala. Bus Boycott in 1955-56; Charles 

Evers, Mayor of Fayette, Miss.; Arthur D. Shores, a member of 

the Birmingham City Council and a veteran civil rights lawyer; 

and Hodding Carter, III, editor of the Delta Democrat-Times, 

Greenville, Miss.
