I. I propose we get someone else, 3t a lower
hoirly rate, io do the analysis of post-
1954 cases. Cantt we get a law student
at $5 or $I0 Per hour?

2. The pre-45 history should emphasize
regi-stration procedures more, including
r"{,io of blacks registered to dominant
voting procedure in force' This could con-
tinue-to present if possible through a

regression analysis. Try !o gqt a coPy
of the report Kousser did for Jerry Hebert'
mentioned on Page 3 of Kousser's letter'

3. The shift from centralj-zed, standardized
requirementstodecentra}izeddiscretionis
critical and should be the theme of the
report.

4. I don't think Kousser is being greedy
necessarily but in light of questions out-
standing aLout recovery of expert fees 'I'd counter offer as follows:

$40/hour research
$250/day maximum for travel time
