22a. Plaintiff Michael Perez is a l4-year-old Puerto Rican 

child. He resides in the City of Hartford with his father, Daniel 

Perez, who brings this action as his next friend. He is a freshman at 

Hartford Public High School. 

23. Among the plaintiffs are five black children, seven Puerto 

Rican children, and six white children. At least four of the children 

live in families whose income falls below the official poverty line; at 

least five have limited proficiency in English; five live in 

single-parent families.
