Send the following message, subject to the terms on back hereof, which are hereby agreed to (See attached list) January 11, 1965 The right of Mississippi Negroes to seek federal court injunctions stopping state prosecutions of conduct made legal by the Civil Rights Act will be argued tomorrow, Tuesday morning January 12th before the U.S. Court of Appeals for the 5th Circuit in Houston, Texas by attorneys of the NAACP Legal Defense Fund, Federal Judge Claude Clayton of Mississippi ruled October 5, 1964 that the Federal Court cannot grant such injunctions. Legal Defense Fund argues that Title II of the Civil Rights Act authorizes such injunctions . At stake is enforcement of the Act in Mississippi.
