WHEREAS, a sentence of death has been imposed in the
case of the State of Georgia vs. Freddie Davis, Case No, 1188
before the Superior Court of Meriwether County: and,
WHEREAS, through counsel, the Defendant Freddie Davis
has sought from this Board an order commuting his sentence of

WHEREAS, the principal witness for the State at each of
the judicial proceedings against Freddie Davis was the

court that his testimony against Freddie Davis was false, and
whose previous testimony, therefore, may no longer be deemed

of death; and,
WHEREAS, the objective facts present in this particular
case establish among the two codefendants a common degree of
criminal culpability shared equally between themselves
warranting equal punishment for both;
IT IS HEREBY ORDERED by the Members of the State Board
of Pardons and Paroles that the sentence of death imposed on
Freddie Davis be commuted this day to a sentence of life
imprisonment.

Re: McCleskey
Dear Jack:
Enclosed is a document we received from an inmate on death row
in Florida. As you can see, he has prepared a petition for
commutation for Warren McCleskey. Obviously this is not something
that you will want to use, but it may have something useful in it.
I have had it on my desk for sometime to review, in order to try
to save you effort of reviewing it, but I have simply been unable
to get to it. Therefore, I am sending it on to you for whatever
it is worth.
Karima would like to know any reaction you might have to it,
so that she can correspond with the fellow in Florida to let him
know what has been done with his work.
We are assuming that no news is good news from you. We hope
not to hear from you for a long time. (Seriously, please let us
know how things are proceeding, and let know what we should be
doing from our end to help you.) ;
Yours,
Dick Burr

August 6, 1991
Dear Jack:
Hope all is well in the Southern
states.
I also hope that you received my
note regarding the African American
Health Care Advocacy Conference and
that you are considering the offer.
I will be out of the office -- and
in a canoe -- between August 8 and August
18. Thus, you can have more time to
think it over. . I will give you a call
when I get back, on the 19th.
I look forward to speaking with you.
Cheers,
P.S. Everyone and his/her neighbor
says hello, particularly all of those
folks from Hartford. ® Elizabeth Sheff

RE: MoClaskey Proceedings
Belng a sometimes superstitious person, I haves
hesitated to communicate with you for fear that I would
upset the quiet which seems to have settled upon us.
Howaver, I could go on no longer, so here’s a meno to all of
you.
Obviously, I have not received a copy of any order from
Judge Forrester ending our prior federal proceeding. I have
been expecting lt for some time, and assume it will be along
shortly. Everything else has been, apparently, equally
qulat.
I will be away from my office on business from
Wednesday afternoon, August 28 through Friday afternoon,
September 6. I have laft directions wlth my staff that if
any order comes from either Judge Forrester or the Superior
Court of Fulton County, Jack Boger should be notified
immediately. TI have asked Jack to be in touch with you if
there are any such developments in my absence.
My secretary (Jamle Reed) and my paralegal (Barry
Kaltman) both have
phone numbers where I can be reached.
While I may be unreachable for a couple of days early next

which I will pick up.
I am hopeful that all will remain quiet in my absences,
but I can return early if necessary to do the remaining
preparations if a date is sat.

Warren McCleskey v. Walter D. Zant
Dear Patsy:
I am enclosing copies of two telephone bills recently sent
to me by the University of North. These bills reflect my long-
distance telephone calls from my office telephone during April
and May of 1991. As you will see from the notations which I have
made adjacent to each telephone call, many of the charges are
attributable to calls made during my representation of Warren
McCleskey and/or William Moore, both Georgia inmates. The total
of these charges is as follows:
April, 1991 $ 87.05
May, 199) $ 63.60
TOTAL: $150.65
I would be grateful if the Resource Center could reimburse
me for these out-of-pocket expenses. Thank‘you very much.
Sincerely,
2
