This is an extremely important district court opinion
granting relief under Section 2 on a motion for preliminary
injunction against a defendant class of county officials
and the Governor and Attorney General of Alabama. The case
involves failure to take affirmative gteps to appoint black
poll officials. The Courtrs analysis and reasoning should
b'e helpful in challenging registration problems. In factr
the Court specifically addresses the present effects of past
discrimination and intimidation on the ability of blacks to
register.
