Dear Victor:
I am in receipt of your December 8, 1983 Request for
Payment which was inadvertently sent to Napoleon. I can-
not act on it unti] I receive a signed copy of the Cooperat-
ing Attorney's Agreement which I sent you. I hope this has
not caused you too much inconvenience.
With regard to the drafting of the complaint, I am
still interested in discussing the revisions Armand and I
proposed. In addition, I would appreciate the following
information. When is the first primary scheduled in L981
and for what offices? I assume some races are likety to
yield a black/white run-off contest. If so, can you teII
at this point which races those are likely to be?
I ask thes questions because we may want to pursue the
following schedule:
1. File complaint as soon as everyone sigrns off
2. File extensive requests for admissions, inter-
rogatories and a Motion to Produce the EIec-
tion Results for both the primary and the run-
off in every race since L9O2 in which a black
won the flrst primary ( in other words get the
State to gather the information Justice may
already have)

in one or two counties only; the specific
counties would be those in which a black
wins a first primary with less than a
majority, and the motion would be f.iled as
soon after the first primary as possible.
