Enclosed please find drafts of a letter to thr-
Clerk and various pleadings to get the proceedings
started again in the event the 6th Circuit denies
the re-hearing en banc. I have researched the Rule
19 issue and have come to no conclusions. The
pleadings, therefore, are designed for maximum feasible
flexibility consistent, hopefully, with getting the
