The state law on electing district judges is being maintained for discriminatory purposes. The discriminatory effect of at large elections in Harris County is a matter of public record since minorities have difficulty getting elected at large. Case citations have been previously provided to you.

Yes, given the wealth of information available, cases previously cited to you, the legislative history of attempts to create district elections, any reason for maintaining at large elections for district judges is tenuous. Also, defendants have offered no legitimate state interest for maintaining the present at large 
clection structure. 

Case citations for history of discrimination including challenges to at large election structures have been previously provided to you. 

The Legislative History of art. 5, section 7 and 7a of the Texas constitution. 
These documents, all public records, are available at the Legislative Reference 
Library in Austin, Texas. The House Committee coordinator, also in Austin, has 
tapes of the House debates. The Senate Staff Services Office in Austin has tapes
