Dear Sir: 

On September 9, 1986, as attorneys for Etowah County, 
Alabama, we forwarded to you for your review pursuant to Section 
5 of the Voting Rights Act of 1965, a SECOND AMENDED SUBMISSION 
FOR THE ELECTION OF COUNTY COMMISSIONERS OF ETOWAH COUNTY, 
ALABAMA, BASED UPON COMPROMISE AND A CONSENT DECREE WITH THE 
BLACK PLAINTIFFS IN THAT CERTAIN CIVIL ACTION STYLED JOHN 
DILLARD, ET AL. VS. CRENSHAW COUNTY, ALABAMA, ET AI CIVIL 

ACTION NUMBER 85-T-1332-M, UNITED STATES DISTRICT COURT FOR THE 
MIDDLE DISTRICT OF ALABAMA, on which we requested EXPEDITED 
CONSIDERATION. A copy of the Submission of September 9, 1986, 
is enclosed. 

We have received return receipts for certified mail showing 
that the Second Amended Submission was received by your office 
on September 17, 1986. Photostatic copies of the return 
receipts are enclosed. 

The Plan submitted to you for review and preclearance has 
now been approved by the United States District Court as a 
settlement on an INTERIM BASIS pending your preclearance of the 
Plan. A copy of the Court's Order dated October 14, 1986, is 
attached hereto and made a part hereof.

We again respectfully requests that EXPEDITED 
CONSIDERATION be given by you and that you approve and clear 
the Plan. 

It would appear that the sixty day period for consideration 
and preclearance on the Consent, Second Amended Submission would 
end on November 17, 1986.
