Dear Chandler:

I am asking LDF to reimburse you $150-00 for
travel to the December 14th Conference. I hope
to t,alk soon about your view that we first
need to assess the seriousness of the registra-
tion problem. How do you Propose we proceed?

I heartily agree with your conclusion that the
new standards for proving racial polarization
are unsound and very "intent"-like. Dick
Engstrom is also thinking along these lines.

need to write something ASAP.
