Norfolk School Board ee ortotk School Board The Norfolk opinion shows that site selection for new schools is a matter for judicial supervision. This should forestall the familiar school board tactic of professing good faith to the courts while locating new school construction where segregation would be most convenient. Acceleration of the pace of faculty desegregation is clearly indicated by this ruling.
