CERTIFICATION

Pursuant to the provisions of 28 U. S. C. §2403, 
certification is hereby given to the Attorney General of the 
United States that the constitutionality of an Act of Congress 
affecting the public interest, to wit, Section 803 of the 
Education Amendments of 1972, Pub. L. No. 92-318, has been drawn 
into question in the above identified cause.

The United States may intervene for argument on the 
question of the constitutionality of Section 803. The United 
States shall comply with the time limits set forth in the order

of this court entered July 20, 1972, a copy of which is included 
herewith. Typewritten appendix and briefs may be filed in lieu 
of printed briefs, together with ten legible copies produced by

Xerox or similar process.
