It shal1 be ' ,rr.,r nen di t1 af c rrr ai cl or assist or to te1ltrnlawful for any candidate to aid or assist or Eo te1 or suggest the name of any candidate to any Person when he is in the process of voting his absentee ballot before the register or other Person authorized to administer oaths. Any person who wi11ful1y aids any Person unlawfully to vote an absentee ballot, aDY Person who knowingly and u:r1al-rfu11y votes an absentee ballot and any voter rvho votes both an absentee and a regular ballot at any election sha11 be similarly punished." Section 11. This act shall become effective inunediately upon its Passage and approval by the Govelrlor, or upon its othens-ise becoming a 1aw.
