Dear l"tr. Walton:
I look forward to meeting with you in November. fn
the meantime, I enclose a copy of the Gingles
decision in which the court threw out several multi-
member legislative districts in North Carolina, includ-
ing the districts based in Charlotte, Raleigh, Durham
and Winston-Sa1em. You will find at pp. 14-15 a
discussion of the factors under the Voting Rights Act
that show whether an at-1arge system discriminates,
and at pp. 16-17 a more general discussion of when
an at-large system discriminates. AIso look at pp. 46-7
about the greater chances of blacks getting elected from
single member districts.
