There is however, one significant item of unfinished business. This is the settlement of the Chisom case which is also pending in the United States Fifth Circuit Court of Appeals. This litigation seeks to create a majority Black Supreme Court district in Orleans Parish through the division of the current two judge district into two separate one-judge districts. I will introduce legislation this session to create such a district as an avenue for settlement of the litigation. Like Clark, the settlement of this litigation is important to the Black citizens of this state as it would allow Louisiana to join so many states with the ascendence of a Black judge or lawyer to our. State's highest court. PAGE 2 APRIL 6, 1992 Accordingly, I am asking that you convene an immediate meeting to discuss and work out the terms of the settlement of this litigation so that the legislature can move forward to the extent necessary with the legislation necessary to create this majority Black Supreme Court district.
