challenging the amendment in the Arkansas Constitution
providing for discretionary appointment of deputy
registrars. In addition, I understand you are forward-
ing a copy of the recent state statute requj-ring a
majority vote to win state elections.
The enclosed article discusses several theories
for chaLlenging the registration amendment you want to
attack. I am interested ln your reaction.
