As a consequence of th-is assessnent, Attorney David Lipran inrrestj-gated the election system and dete::nined that indeed ttre criteria for bringing a Section 2 chr,allenge were present. I reconnend tLrat we beccrne jlvolved in providj-ng financial assistance (probably one hal-f of the projected budget, or $10,000.00) and in actually litigating the case. Clyde Mrrphy is very ilteresLed il working on this case and I *rink tl-ris would be a grood opporbur-rity for hjm to do a voting case. David Lipman is an e,xperienced attorney, having worked for several years with the Lararyzers @nmittee for Civil Rights doing nrunicipal eqr:aliza- tion cases. Accor0ing to the docket sheet he provided at the Voting nights @nference, he has been involved in three voting cases in Florida (eztz v. City of I't.. I4yers, Jares v.
