I reconne.nd that LDF assist in challenging the at--large election systern
in Ft. Iauderdale, Florida. Ft. Lauderdal-e was nientioned il the Senate
Sub@nmittee Repofc by Senator Hatchr as one of the ciLies whose niethod of
election would be vulnerable to a Section 2 chrallenge r-u'rder a results
test. As a consequence of th-is assessnent, Attorney David Lipran
inrrestj-gated the election system and dete::nined that indeed ttre criteria
for bringing a Section 2 chr,allenge were present. See attachred Novernber L2,
1982 letter.

I reconnend tLrat we beccrne jlvolved in providj-ng financial assistance
(probably one hal-f of the projected budget, or $10,000.00) and in actually
litigating the case. Clyde Mrrphy is very ilteresLed il working on this
case and I *rink tl-ris would be a grood opporbur-rity for hjm to do a voting
case. David Lipman is an e,xperienced attorney, having worked for several
years with the Lararyzers @nmittee for Civil Rights doing nrunicipal eqr:aliza-
tion cases. Accor0ing to the docket sheet he provided at the Voting nights
@nference, he has been involved in three voting cases in Florida (eztz
v. City of I't.. I4yers, Jares v. City of Sarasota, and Jackson v. City of-
BeIIe G1ade. ) tte knq,vs the law and woul-d be a good person for C1yde to work
ffi-iosely.
LDFrs additional interest in tl.is.u.3. r= to establish a presence i-n the
blacl< connu:nity in Southern Florida. Lipman's prospective clients in this
case are jr:.st thie type of people we rou-Ld want to represent in this t1'pe of
cirallenge.

Clyde would be actively involved in pre-tr-iaI and trial preparatlon; I would
be availabl-e as well for advice and cor.nsel.
