Gentlemen:
Mr. Lucas and I attempted, but were unable, to contact 

both of you by telephone this day regarding the status of 
the plan for Detroit which is being prepared at our request 
pursuant to discovery procedures.

Dr. Foster met with Mr. Henrickson at the Board of 
Education today and has informed us as to progress being 
made on the subject plan. It appears from information 
received by Dr. Foster from Mr. Henrickson that at least 
two more weeks will be required for completion of the plan ' 
at the present rate of accomplishment. It further appears 
that one of the reasons for this additional delay is the 
fact that Mr. Henrickson has not been permitted by his 
superiors to devote the necessary time and/or the necessary 
assistance to have the plan timely prepared. As you will 
recall, at the informal discovery discussion with Mr. 
Henrickson on December 20, 1971, Mr. Henrickson indicated 
that Feeder Plan C could be fleshed out, in about three 
weeks. When Dr. Foster met with Mr. Henrickson on January 17, 
1972, it was indicated that about three additional weeks 
would be required to complete the plan. (See enclosed letter 
dated January 21 from Dr. Foster to Mr. Henrickson). And 
now further delay appears to be in the making.

We feel that if the proper commitment were made, the 
plan could be completed by next Friday. We therefore request 
that the plan be completed by Friday, February 11, 1972, for
