The NAAC? Legal Defense Fund seeks support, for a
Voting Rlghts Conference to discuss st,raLegies for litl
gating cases under the new Voting RlghEs Act. We hope to
hold thls meeting in New 0rleans ln Ehe FaIl- of 1982. We

orgarrj-zations.

Ln June, CongresB extended for 25 years the opeclal
provlelons of the 1965 Votlng RdghEs Act; tt smended Sectlon
2 of, the Acl to aIJ.ow challengers to dlscrlmlnatory votln!"
practlces to prevall- wlthout havtng to.prove Lntent. Rather,
they would have to show only that the practice j-n ques tion has
a dis criminatory result. In addition, last. term Ehe Suprerne
Court in Rogers v. Lodge announced a standard for proving
discriminatory intent in voting dilution eases broughE under
Ehe Constitution that appears to temper the rigorous evidentiary
standard of City of MobiIe v. Bolden.

This conference would give us a chance to talk with civil
rlghts attorneys, scholars and activis ts about Ehese signifi-
cant, changes in the Iaw. The goals of Ehe conference are t,hree-
