Mr. William Penn Dr. Gordon Foster RE: Massive Disruption of Metropolitan Detroit Gentlemen: Mr. Ritchie has amended his motion to join the suburbs in Detroit by filing a proposed plan for metro politan desegregation, which I have just received and which I am enclosing for your information. I have not read the proposed plan, but, from thumbing through the pages, it looks interesting. It will be interesting to see how* the State Board's submissions compare with Ritchie's plan. I am also enclosing, for Norman, Paul and Bill, a copy of Gordon's letter to Merle Henrickson, which will bring you up-to-day on the status of our proposed plan for Detroit.
