Dear Superintendent Amato: 

On behalf of the Sheff legal team, I'd like to thank you for agreeing to meet with us. This letter will confirm our meeting of June 14, 2000 at 10:00 a.m. at 153 Market Street. 

As you are aware, on July 6, 1996, the Connecticut Supreme Court decided in Sheffv. O Neill that racial and ethnic isolation in the schools in the Hartford metropolitan schools violated the state constitution. Since that date, we have been monitoring with increasing frustration as the state has failed to take the steps we feel are necessary to comply with the order. 

Throughout the proceedings we have maintained a good and fruitful relationship with administrators and staff of the Hartford Public Schools. Recognizing that we share common goals and wanting to continue the positive relationship, we wanted the opportunity to meet with you to discuss where we are in this litigation which deeply involves the Hartford Public Schools. 

Iam enclosing a copy of Improving Our Schools Guidelines for an Effective Plan for Quality Integrated Schools, in which the Sheff plaintiffs outline guidelines for an effective plan for assuring quality education while reducing racial and ethnic isolation. We have used the guidelines as the standards against which the state efforts would be judged. These same guidelines have also served as the basis for the planning, in which we are currently engaged, of our own remedial plan.
