John W, Harrison, being duly sworn, deposes and says: 

1. That he is Director of Transportation of the Charlotte-Mecklenb 

public school system. 

2. Attached marked Exhibit "A" is a principal's monthly bus 

report book containing approximately fifty separate sheets which principals 

use in reporting transportation of students for buses assigned to their 

schools. 

3. Attention is directed to the instructions contained in this book 

for the use of the principals in completing their monthly reports. 

4. It is noted that under Column 4 the principal is instructed to 

put in total round-trip mileage by trips. Column 6 reflects the time 

required to travel the route one way. Time is determined by the time 

required by the first bus trip to pick up students to the end of all trips 

during the morning.pick-ups. The distance covered for the one-way trip 

would be one-half of the total round-trip mileage for the bus on each day.

DIRECTIONS 

IMPORTANT—ILEASE STUDY CAREFULLY BEFORE ATTEMPTING TO FILL IN FORM TD2. 
The principal of each school at which buses terminate should submit the Superintendent’s and the Controller’s copies of the “Principal’s Monthly Bus Report” to the county superintendent of schools at the end of each school month for all school buses which terminate at his or her school. 
“Bus No.” List the number of each bus in numerical order. If space is not sufficient for all buses on one form, use as many forms as needed. 

} “Average Daily Mileage By Trip.” List in this column the average daily round-trip mileage for the school month by trips for each bus. If the bus makes one trip, the “Ist trip” column should show the average daily miles traveled over the route from the driver's home to school and return home after school. If the bus makes two trips to the same school, use the column for “2nd trip” to record the average daily round-trip mileage for the second trip. If the bus serves more than one school, use the “Ist trip” column to record the average daily round-trip mileage from the driver’s home to the first school. After recording the average daily mileage traveled to the first school, treat the mileage to the second and third schools as second and third trips. If daily mileage for five or more trips must be recorded, use the next line and list the average daily mileage for the fifth and sixth trips 
underneath mileage recorded for the first and second trips raspectively. 

“Total Extra Mileage For Month.” All mileage traveled by each bus other than regular prescribed route mileage should be accounted for in this column. For example, mileage trav- 
eled by buses making trips for other buses, extra mileage traveled when a substitute driver substitutes for the regular driver, ete., would be considered extra mileage. 
“Time Required to Travel Route One Way.” In this column, list for each bus the period of time between the intervals of the first stop at the beginning of the bus route in the morn- 
ing and the time of reaching school at the end of all morning trips. 

“Maximum Legal Capacity of Bus.” The rated seating capacity of North Carolina public school buses is based on “Minimum Standards For School Buses” adopted by the 1964 Na- 
tional Conference on School Transportation. In rating the seating capacity of a school bus, it is assumed the bus load will be comprised of pupils in grades one through twelve hav- 
ing various weights and sizes. Under the rating standard, each standard thirty-nine inch bus seat will provide seating space for three pupils. The pupil seating capacity to a partic- 
ular school bus may be calculated by multiplying the number of bus seats by three. 

The State Board of Education, under authority granted by statute, permits local school authorities to assign to a bus and transport at the same time pupils in excess of the bus rated 
seating capacity by twenty-five percent. Aisle space in the bus is sufficient to provide one and one-half square feet of standing space for each pupil standee. “Grab handles” on top 
of each seat are provided for each standing pupil. 

The maximum legal rated capacity of a school bus may be determined by referring to the following table:

“Average No. Pupils Transported Daily By Trips.” List in this column the average number of pupils transported daily for the month by each bus by trips. If the average number of pupils transported daily for five or more trips must be recorded, use the next line and list the fifth and sixth trip loads underneath the first and second trip columns respectively. When a bus serves more than one school, record the entire bus load at the first school reached under “1st trip” and the entire bus load at the second school reached under “2nd trip”, etc. In order to show each load correctly, record all pupils who are on the bus when it reaches each school. 
Column 10 should be filled in by all school principals who prepare form TD2. When filled in correctly, this column will show the distribution by schools of all pupils reported in col- umn 12. Spaces 1, 2, 3, and 4 refer to 1st trip, 2nd trip, etc. and may be used to report pupils discharged from each bus at as many as four different schools. The sum of the num- ber of pupils listed under column 10 for each bus must equal the number of pupils reported under column 12. 
This column indicates the difference between actual passengers on all trips and the total number discharged at all schools. It is designed to eliminate duplicate counting of pupils. 
“Total Average Number Pupils Transported Daily.” This is the total average number of individual pupils transported to all schools by each bus for the month. 
“Total Pupil Distribution.” This column should be used to summarize column 10. Under “school”. list once, the name of each school which appears under column 10. Then record the total average number of pupils discharged at each school as recorded under column 10 by all buses. The totals of column 13 must equal the totals under columns 10 and 12. 
At the bottom of the form record for each bus, speedometer readings at the beginning and the end of each school month, the difference in speedometer readings, the number of days operated and times tardy for the school month. The difference in the speedometer readings for each bus should equal the average daily mileage times 20, plus the total extra mileage for the month.
