Dear Dean Branton:

This letter is to recommend the nomination of
Judith A. Winston by the District of Columbia
Judicial Nomination Commission for appointment
as an Associate Judge of the Superior Court of
the District of Columbia.

I have known !1s. Winston since L978 when she
worked at the Equal Employment Opportunity
Commission and I was Special Assistant to the
Assistant Attorney General for Civi} Rights,
United States Department of Justice.

Although I first met Ms. Winston in her profes-
sional capacity, I subsequently came to know her
personally. Both as a friend and a colleague, I
am delighted to be a reference for lls. Winston.

!t1s. Winston is a person of integrity and solid
good judgment who has a breadth of experience
that will serve her well as a judge. Having my-
self been in a quasi-judicial position as a Referee
in Juvenile Court in Wayne County, Iriichigan, I
feel conf ident that tqts. Winston Possesses the matur-
ity, the intellect, the balanced perspective, the
temperament and the compassion to be a first-rate
judge. I urge you to consider seriously her nomina-
tion.
