Dear Marty:
I have been through the Answers to Interrogatories and Request for Production
of Documents which you submitted to me on November 15. A few matters need
further attention:
1. The Interrogatories are not answered under oath as required by the Federal
Rules. My assumption is that the Answers are the Governor's, but that is
not readily apparent. 1f that is the case, I would appreciate it if you
would have the Governor sign the Interrogatories.
There are apparently some letters between Governor Treen and Assistant Attorney
General Reynolds, which are missing. For instance, Mr. Reynolds in his
letter of February 22, 1982 to Governor Treen refers to a January 14, 1982
letter from Governor Treen. Additionally, the Governor's letter to Mr.
Reynolds dated June 16, 1982 provides a list of additional elections in
Orleans Parish in which blacks have been elected. This may be a reference
to the fact that he referred to the election of Lionell Collins in Jeffer-
son in his letter of June 12 to Mr. Reynolds, but I would appreciate
clarification on whether or not there was communication listing such
elections.
[t is my understanding from the Governor's Answers to the Interrogatories
that the only substantive conversation which Governor Treen had with
Attorney General Reynolds relative to congressional reapportionment
during that particular time period was at the meeting on May 31, 1982.
If my understanding is erroneous, I would appreciate clarification on
this point.

Is it your position that the State is under no obligation to make in-
quiry to identify the documents which were the subject of our Interro-
gatories? Those documents were submitted by the State to the Depart-
ment of Justice in its Section 5 submission. We feel that they should
be identified by the defendants.
In the Governor's letter to Mr. Reynolds dated June 12, 1982, he men-
tions population projections and includes a table of projections.
Will you identify the source of this information?
