Welfare Law is Questioned 

The state residency requirements under the welfare program were today Challenged by the attorneys of the NAACP Legal Defense & jJucational Fund, Inc. (LDF), in a suit filed with the Federal District Court in St. Louis, Missouri, 

The LDF lawyers charged the State Welfare Board of violating the legal rights of an indigent white girl, by refusing her relief bene- fits under the Aid to Dependent Children, 
Kim Northway, in whose behalf the suit was filed, is currently in the custody of her invalid grandmother whose only income is derived from the social security benefits, Kim, who previously lived in California, came to St, Louis on her mother's death, and has Since been living with her grandmother. However, because of the one year state resi- dency requirement, she is unable to receive aid from the State Welfare Board, 

This case is another expression of new advocacy by civil rights law- yers in behalf of non-Negroes whose legal rights have been affected in the areas of Consumer frauds, welfare laws, slum housing, public housing, and rights of the indigent in criminal prosecution, 
Recently, the LDF lawyers successfully represented a group of "death row" inmates -- mostly white -- in California and Florida, 
LDF, working through its subsidiary, National Office for the Rights of the Indigent (NORI >» is coordinating a program of significant legal actions affecting the rights of the poor, Through NORI, its principal task is to make precedents in the courts dealing with poverty law.
