Dear Warren: 

Enclosed are drafts of the proposed settlement papers. I have 
signed the original motion and consent decree. If we don’t make 
any further changes, you can simply add your signature and 
forward them to the Court for filing. 

Make sure I have the correct number of the black district in the 
consent decree, as well as all the other details. 

Notice that I have given exhibit numbers to the various documents 
that are associated with your plan. If there are more than three 
maps, we will have to add additional exhibit numbers, etc. I 
have given two exhibit numbers to the description, one being the 
written description of boundaries that you showed me at our 
meeting in Enterprise, and the other being the summary of the 
black, white and total populations in each district, which you 
said you would have to obtain from your regional planning 
commission. 

Make sure you make copies of all the maps and summaries to send 
me, as well as those for the Court. 

If you want to make any changes in these documents (and I expect 
there will be some changes), just call and I will enter them in 
my word processor and then send you new originals.
