above matter, plus a request for an Emergency 
convening of the Panel for oral argument.

to Judge Edwards, as he is in Detroit.

You will find an original and six copies. 
There is also a Certificate of Service on all counsel of record. 1

We cannot over-emphasize the emergency nature of this Motion.
