Dear Eddiez '

Julius Chambers asked me to send you the enclosed
work sheet for an LDF funding proposal in the
voting rights area to which is attached a short,
extremely prelj.minary description of a joint LDF/Joint
Center pioJect. Both the main proposal an6 the related,
joint pioject description are merely sketched out by
ln intern- and need to be worked out much more complete-
1y by our respective development departments. Never-
the 1ess, Jul j-us asked me to send you this in its
rough form to ensure that we don't lose momentum for
a good, t,hough as yet unpolished, gem of an idea.
