Here is a proposed meeting agenda for tomorrow’s meeting at the CCLU at 4:00 p.m. 

Although we had planned to have a 6:00 p.m. meeting with the plaintiffs, due to the apparent inability 

of a sufficient number of plaintiffs to attend, I have decided to cancel the plaintiff's meeting. We sent 

notices and made two sets of phone calls to determine who would be able to attend. Only two people 

responded and, of those two, only one was able to attend. 

The agenda items listed below are just my suggestions. Please feel free to bring any additional 

concerns to the meeting tomorrow.

I spoke with Len after our meeting with CREC to see what he felt were the significant 

points to be drawn from the meeting. He outlined the following points: 

1. That the role that CREC is playing with the establishment of the new 

magnet schools at Trinity and the university of Hartford suggests that there is an existing 

entity with which the state could contract if the state were held responsible for establishing 

new and effective schools. 

2. That the fact that suburban students have expressed a strong interest in 

the new schools suggests that it 1s possible to attract students in from the suburbs if there is 

perceived educational benefit to those students. 

3. The choice program will only be as effective as the marketing strategy 
and the overall integrity of the program’s overall set-up. 

4, That a sliding desegregation scale 1s practical. 

5. Although the Hartford system is not ready now to take on the operation 

of a system of public schools, it may be in time (based upon successful example of New 
Haven Magnet schools). 

6. An efficient transportation program is a critical part of any plan. 

7 That the state purchase and conversion of existing sub-par schools in 

Hartford makes fiscal sense. 

8. That 1t 1s essential that a strategic plan be implemented, starting with 

goals, and developed from the top down rather than working up from the component 
programs. The strategic plans would have to include incentives in terms of financing, 

reporting of test scores and accounting for racial enrollments in order to encourage Hartford 
and suburban participation. 

The meeting also included substantial discussion of the CREC staff’s assessment of 

state efforts thus far as well as a relatively detailed account of CREC’s efforts thus far which 
we can discuss at greater length at our next legal meeting.
