CALHOUN COUNTY x%
My name is Reverend N. Q. Reynolds. 1 am a Black citizen
of Calhoun County, Alabama. I am the minister of the Seventeeth
Street Baptist Church of Anniston, Alabama. This is one of the
largest Black churches in this area. 1 have been active in the
civil rights movement for over thirty years; 1 have been involved
in the civil rights movement in Calhoun County, Alabama for the 26
years that I have been here. I am the President of the
Anniston-Calhoun County Chapter of the Southern Christian
Leadership Conference (SCLC); I am on the Board of the Alabama
SCLC; I am the Secretary of the National SCLC; I am a member of the
NAACP; I am director of the local Community Action Agency; and I am
President Emeritus of the Alabama Federations of Human Resources.
1 feel that I know the Black Community in this area and I
feel I know about Calhoun County's political processes.
1 am familiar with the plan for redistricting Calhoun
County's government. I feel very strongly that there must be a
Chairman of the Commission elected county-wide. Blacks account for
approximately 18% of the population and this would elect no more
that one of the County Commissioners. 1 feel that for the
Commission, as a whole, to be responsive to the needs of the Black
Community we must have a Chairman or some official elected by all
of the voters. Such an official would have to respond to our needs
and support our programs in order to secure the voters of this com-
munity.

My name is Calvester Swain. I am a Black citizen
of Calhoun County, Alabama. I own and operate a Business in
this community, Swain Construction Company, Inc. I have been
active in the Black community and the civic community as a
whole. I am a member of the NAACP and COUL (Committee on
Unified Leadership, committee formed to provide bi-racial
dialogue). In addition, I have served as the Chairman of the
Anniston City School Board and have been on the Boards of the
Chamber of Commerce and of Citibank of Alabama/Anniston.
I feel that I know the Black community and under-
stand the political processes of Calhoun County.
I feel that, in order for the Black community to be
fairly represented on the Calhoun County Commission after
districts are created, the position of county-wide Chairman
must be retained. If we have only a commission made up of
people elected in districts, only one will feel the need to be
productive in the Black Community. If we have the county-wide
chairman, because he will need Black support, he will have to be
productive as well.

My name is Willie Maud Snow. I am a Black citizen of
Calhoun County, Alabama.
1 feel that I know and understand the Black Community in
Calhoun County. I have for many years been involved in the civil
rights movement having been a member of the SCLC and the Secretary
of the Calhoun County branch of the Alabama Democratic Conference.
I have been involved in local politics; I am serving my second term
as mayor of Hobson City.
When the County Commission begins using districts, it
needs to retain the position of Chairman as a full-time job. From
my experience in government I know that a part-time commission or
council cannot oversee and implement the policies it enacts. An
executive officer is required to see that the enactments are

My name is Leon Garrett. I am a Black citizen of Calhoun
County, Alabama. 1 am currently serving on the Piedmont City Board
of Education.
1 obtained my B.A. degree from Tuskegee Institute. I have
two Masters degrees from the University of Alabama. I have done
graduate work at the following institutions: Columbia University,
University of Arkansas, Auburn University, Tuskegee Institute and
Emory University. 1 moved to this area in 1959. I have taught in
the Anniston School System, 1 have been vice-principal of Anniston
High School and principal of Cobb Junior High School.
I am familiar with the political situation of in Calhoun
County. In my judgment, it is imperative that the position of
Chairman of the County Commission be retained when the County
converts to its new district election system. That job is full-
time while the other Commissioners are only part-time. From the
standpoint of the Black Community, this elected official has to be
responsive to the needs of Black voters. In a pure district plan,
the Commission as a whole could feel no obligation to us .

My name is Theodore Fox. I am a Black citizen of Calhoun
County, Alabama. I am a retired public school teacher.
I have been active in the civil rights movement in this
County for many years. I am a past president of the Calhoun County
Chapter of the Alabama Deomocratic Conference; I served twice as
president of the Anniston Education Association; I served sixteen
years as president of the District Congregation of Christian
Education; and I am Associate Minister of the First Baptist Church
of East Vann Street, Jacksonville, Alabama.
I have been involved in politics in this area for many
years. I have been elected to the Calhoun County Democratic
Executive Committee. I have been elected for five four year terms
on the Jacksonville City Council.
When Calhoun County begins electing it commissioners from
districts it must retain the Chairman's position as county-wide
office. All levels of government need an executive who is in
charge of executing policy decided upon by the legislative body.
This is particularly true where the legislative panel works only
part-time as the commissioners, other than the Chairman, do.
Someone with this responsibility should be elected and not
appointed; and, since he is responsible to all the people he should
be elected by all the people.

CALHOUN COUNTY
My name is William Trammell. I am a Black citizen of
Calhoun County, Alabama. I retired as the Assistant Superintendent
of Education and Director of Finance for the Anniston Board of
Education.
I have been active in politics and the civil rights move-
ment in Calhoun County for many years. 1 was actively involved in
the desegregation of the Anniston schools; and, thereafter, served
in various administrative positions within the system. I have been
a member of the SCLC and the Alabama Democratic Conference.
When the county switches to districts for the election of
commissioners, I feel very strongly that the position of Chairman
needs to be retained as a full time position. I say this because
it is obvious that someone must be in charge of the county govern-
ment on a day to day basis. From the perspective of the Black
Community, that person needs to be elected. A county "manager"
would be answerable to only a majority of the commissioners. The
Chairman will have to be responsive to all segments of the popula-
tion which would include the Black voters.

My name is Pink Woods. I am a Black citizen of Calhoun
County, Alabama. I am a barber and own my own shop in Anniston.
1 have been active in local politics for a number of
years. 1 am presently serving my third term on the Anniston City
Council. I was elected twice in city-wide races and most recently,
following creation of council districts, from my district. 1 feel
that I know local politics and the Black community.
When the county begins electing Commissioners by district,
it needs to retain the position of Chairman. This job, as opposed
to the other Commissioners, is full-time. From a "good government"
standpoint, it is necessary that someone be in charge of the county
government on a full-time basis. In all fairness, that person
should be elected by all of the people.
Too, for the Black community, it is desirable to have this
county-wide office. Without the Chairman, this community would
have influence with only the commissioner elected from the predomi-

My name is Hansler Bealyer. I am a Black citizen of
Calhoun County, Alabama I own and operate a business in this
county, Bealyer Realty & Insurance Company, Inc.
1 have been active and interested in the civil rights
movement in Calhoun County for a number of years. I am a former
member of the Southern Christian Leadership Conference. 1 am
currently a member of the Alabama Democratic Conference and of the
New South Coalition. I am active in civic organizations in this
community. I am a member of the Chamber of Commerce and am serving
or have served on the Boards of the United Way, Cerebral Palsy
Center and Girl Scouts.
1 feel that I know the Black Community and understand the
function of the County Commission.
In order to insure that county government is responsive to
the needs of the Black Community, I feel that we must have an
officer, such as the Chairman, elected county-wide. 1 have wit-
nessed examples of this need in the city government. There have
been situations in which the councilmen elected from a district
would not assist a constituent. Having a city-wide mayor gave that
person someone else to go to, someone who needed the support of the
Black Community at election time.

My name is James A. Dunn. I am a Black citizen of
Calhoun County, Alabama, 1 have served as teacher and coach and
retired as the Principal of the Calhoun County Training School last
year.
1 have been active in the Calhoun County Community for
many years. I was the president of Alabama Education Association
for two years and have served as President of the local and
district Teachers Association, Phi Delta Kappa (Educational
Fraternity). 1 served two years as President of Calhoun County
Committee on Unified Leadership. 1 was vice-president of the
Calhoun County Crippled Children Organization.
1 am presently a member of the Industrial Development
Board for the City of Anniston, the Cerebral Palsy Board and the
Association of Retarded Citizens Board. 1I served for several years
on the Resolution Committee of the National Education Association
and have served on the Board of Directors for the Salvation Army,
Board of Directors for the National Kidney Foundation, and
Kaiwanis.
I have through active participation and observation
reached a point that I know the Black Community and understand the
political processes of Calhoun County.
There is no question whatever in my mind that, in order
for the Black Community to be fairly represented on the Calhoun
County Commission after districts are created, the position of
Chairman must be a full time position and must be filled by a
county-wide at large vote. The Chairman so elected would be fully
responsive to all the voters in the County and would be accessible
to then on a full time basis. Any plan to have a Chairman elected
by the District Commission and not on a full time basis would lead
to complete governmental chaos in Calhoun County.
