I am forurarding these letters concerning a
non-precleared Section 5 change in Virginia
that reguires convicted felons to pay court
costs, fines and interest before petitioning
for restoration of voting rights. f know
you have an interest in the problem of voting
rights for defendants in Louisiana awaiting
triaI. I just thought I would alert you to
retrogressive efforts in other states.
