JUDGES. Increases the number of Supreme Court district 

AN ACT 

17 To amend and reenact R.S. 13:101, relative to supreme court districts; to provide 

18 for, the creation of a seventh supreme court district; to provide for a 

19 provisional eighth supreme court district; and to provide for related matters. 

20 Be It enacted by the Legislature of Louisiana: 

21 Section 1. R.S. 13:101 is hereby amended and reenacted to read as follows: 

22 5101. Supreme court district; justices 

23 A Subje.stteLevv.isions of Subsection B of this  Sections Tthe state 

24 shall be divided into s•lit seven supreme court districts and the supreme court 

25 shall be composed of justices from the said districts as set forth below; 

26 (1) First district. The parishes of Orleans, St. Bernard, Plaquemines, 

27 and Jefferson shall compose the first district, from which twe one justices 

28 shall be elected. 

29 (2) Second district. The parishes of Caddo, Bossier, Webster, 

30 Claiborne, Blenville, Natchitoches, Red River, DeSoto, Winn, Vernon and 

31 Sabine shall compose the second district, from which one justice shall ,be 

32 elected. 

33 (3) Third .district. The parishes of Rapides,! Grant, Avoyelles, 

34 Lafayette, Evangeline, Allen, Beauregard, Jefferson Davis, Calcasieu, 

35 Cameron, and Acadia shall compose the third district, from which one justice

tr CO Fourth district. The parishes of Union, Lincoln, Jackson, Caldwell, 

Ouachita, Morehouse, Richland, Franklin, West Carroll, East Carroll, 

Madison, Tensas, Concordia, LaSalle, and Catahoula shall compose the fourth 

district, from which one justice shall be elected. 

(5) Fifth district. The parishes of East Baton Rouge, West Baton 

Rouge, West Feliciano, East Feliciano, St. Helena, Livingston, Tangipahoa, 

St. Tammany, Washington, lberville, Pointe Coupee, and St.., • Landry shall 

compose the fifth district, from which one justice shall be elected. 

(6) Sixth district. The parishes of St. Martin, St. Mary, Iberia, 

Terrebonne, Lafourche, Assumption, Ascension, St. John the Baptist, St. 

James, St. Charles, and Vermilion shall compose the sixth district, from 

which one justice shall be elected. 

L7) Seventh district. The parish of ,Orl_eAnkshall comoose the seventh 

district, from which one justice shall be elected. 

R.S. 13:101(B) Ls ail proposed new law.  

B. Additionally, in accordance with Article V, Section 3(B) of the 

Constitution of Louisiana, the supreme court shall have an eighth associate 

justice elected from a supreme court district composed of the parishes of 

Jefferson, Orleans, Plaquemines, and St. Bernard in the 1990 regular 

congressional election. The office of this additional associate justice and this 

designated eighth supreme court district shall terminate upon the term's 

expiration or upon the death, resignation, incapacity or retirement of the 

officeholder. During that same 1990 regular congressional election, one 

supreme court justice shall be elected from the seventh district, composed of 

the parish of Orleans. Election of one supreme court justice from the first 

district, composed of Plaquemines, St. Bernard and Jefferson parishes, shall 

take place in the 1998 regular congressional election. The terms of office of 

the present seven elected supreme court justices are unaffected by this 

Section.

Present law divides the state into six supreme court districts with one justice 
7 elected from districts two thru six and two justices elected from district one. 

8 Proposed law, increases the number of districts from 6 to 7 and provides that _in the 
1990 regular congressional election an additional associate justice shall be elected 

9 from a district composed of the parishes of Jefferson, Orleans, Plaquemines, and 
St. Bernard. The office of the additional associate justice ends when his term 

10 expires, or when he dies, resigns, is incapacitated, or retires.
