ACTING UNDER ITS LOCAL RULES NOS. 17 AND 18, THE COURT HAS DETERMINED THAT ORAL 

ARGUMENT WOULD BE HELPFUL IN THE FOLLOWING CASES*. THEREFORE, COUNSEL FOR EACH PARTY
