Under the order of this court of November 7, 1969, 

the Wilkinson County School District was ordered to comply 

with the plan (Appendix 3 of the NoVenber 7 order) prepared 

by the Department of Health, Education and Welfare (HEW) with 

the provision that "the attendance plan submitted by the 

  Wilkinson County Board of Education will be considered by 

the court as a modification of the Office of Education plan
