Pursuant to Local Rule 29.1, Ronald Chisom, Marie Bookman, Walter Willard, Henry Dillon, III, and the Louisiana Voter Registration/Education Crusade ("Amici"), respectfully move to file the accompanying amici curiae brief. Amici' are named plaintiffs in Chisom V. Edwards, E.D.La. Civil Action No. 86-4075(A). Amici are signatories to the consent decree entered into in that case and have an interest in the continued enforcement of that decree. The present action was filed with the purpose of obtaining a lAmici have a motion for intervention now pending before this Court. See Motion To Intervene As Appellees, filed March 4, 1998. declaratory judgment that Louisiana Act 1992, No. 512 ("Act 512"), the legislation enacted by the State of Louisiana to facilitate resolution of the dispute underlying the Chisom consent decree, was unconstitutional.
