Walter Willard, Henry Dillon, III, and the Louisiana Voter
Registration/Education Crusade ("Amici"), respectfully move to file
the accompanying amici curiae brief. Amici' are named plaintiffs
in Chisom V. Edwards, E.D.La. Civil Action No. 86-4075(A). Amici
are signatories to the consent decree entered into in that case and
have an interest in the continued enforcement of that decree. The
present action was filed with the purpose of obtaining a

declaratory judgment that Louisiana Act 1992, No. 512 ("Act 512"),
the legislation enacted by the State of Louisiana to facilitate
resolution of the dispute underlying the Chisom consent decree, was
unconstitutional. While Amici do not believe the issues in this
case should affect the Chisom consent decree, Amici have a clear
interest in ensuring that any result in this case does. not impact
their rights under this decree. 2
