AN ACT
To enact R.S. 18:1276.2 and to repeal R.S. 18:1276 and 1276.1 and Act No. 20 of
the First Extraordinary Session of 1981; to redistrict the state into
congressional districts; to provide for the terms of members presently
serving; to provide for filling vacancies based on the districts; to provide with
respect to elected and appointed positions and offices, other than
congressional, which are based upon congressional districts; and to provide
for related matters.
Be it enacted by the Legislature of Louisiana:
Section 1. R.S. 18:1276.2 is hereby enacted to read as follows:
§1276.2. Congressional districts
A. Louisiana is divided into eight congressional districts, and the
qualified electors of each district shall elect one representative in Congress.
(1) The first district is comprised of:
Jefferson Parish:

Ward 2:
Precinct 1
Ward 3:
Precinets 1, 2, 4, and §
Ward 4:
Precinets 1, 2, 3, 7A, 7B, 7C, 7D, 104, 11, 12, 13, 14,

B.(1) The wards, election districts, or precincts referred to in this
Section are those existing 2s of January 1, 1980, except that in the following
parishes the dates listed below shall apply:
Claiborne Parish, August 31, 1980; Iberia Parish, February 23, 1981;
Plaquemines Parish, September 12, 1980; St. Charles Parish, March 24, 1981,
and St. John the Baptist Parish, January 14, 1980.
(2) With respect to any precinct enumerated herein which has been
subdivided by action of a parish governing authority or registrar of voters on

a nongeographic basis, the enumeration herein of the general precinct
designation shall be construed to include all polling subdivisions thereof
regardless of how such subdivisions may be designated.
C. This Section shall not reduce the term of office of any member of
the Congress who was elected in the 1982 congressional election.
D. A vacancy in the representation of any congressional district which
is filled after the effective date of this Section shall be filled as provided by
law from that district as it is described in this Section.
E. This Section shall not reduce the term of any person holding any
position or office on the effective date of this Section for which the
appointment or election is based upon a congressional district.
Section 2. If any provision or item of this Act or the application thereof is
held invalid, such invalidity shall not affect other provisions, items, or applications
of this Act which can be given effect without the invalid provision, item, or
application, and to this end the provisions of this Act are hereby declared
severable.
Section 3. All laws or parts of laws in conflict herewith are hereby repealed,
and R.S. 18:1276 and 1276.1 and Act No. 20 of First Extraordinary Session of 1981
are hereby repealed in their entirety.
Section 4. This Act shall become effective upon signature by the ‘governor
or, if not signed by the governor, upon expiration of the time for bills to become
law without signature by the governor, as provided by Article III, Section 18 of the
Constitution of Louisiana.
